The Number One Nuisance Complaint In New York City
Noise complaints rank as the number one nuisance complaint in New York City, as measured by the number of 311 calls received about the matter. 311 is a city hotline that allows residents to lodge complaints about non-emergency matters related to quality of life concerns. Not surprisingly for a densely packed metropolis of many millions, those complaints typically involve the neighbors!
But despite having what are commonly regarded as the nation’s toughest anti-noise pollution laws, enforcement is haphazard and largely dependent on the individual agents charged with this kind of tasks.
Over a decade after its debut, New York City’s 311 system still ranks noise complaints as the top issue concerning the citizenry where quality-of-life matters are involved.
Peace and quiet is a premium product in New York City, which is why quite a few people ignore noise pollution laws, associating them with luxury living instead of the civic rights and responsibilities that they are.
So what is to be done? Sadly, there is no one universal answer. It all depends on the particular details of any given situation. In rent-stabilized apartments, for instance, landlords are held responsible for ensuring that their buildings are not just habitable but also hospitable.
New York State has a hospitality clause in its tenant’s rights laws that though little has indeed been utilized to good effect, gaining rent abatements where landlords were found negligent in keeping their property in a livable condition with respect to the level of controllable noise.
Another option is the local police precinct, where community affairs officers are tasked with this sort of matters that involve the quality of life. Such policemen and women are empowered to take drastic action if required, such as confiscating any offensive audio equipment if repeated warnings are ignored. Of course, one must weigh such success against the resultant ill will that’s sure to prevail unless complaints are made (and sustained) anonymously.

The Edicott city police want to hire me,i have to report there at 9:00 September 9th?
I have no felonies on my record,i have been arrested in the past. Will this mess this opurtunity up? Ilive in NY and it's just the city police.Do they make decent money? If they do ecept me should i go for it? Is it hard to do this job?Explain if you can any thoughts on this, and or experience.Thanks.
It is up to the department. In most departments misdemeanor or less arrests mean little or nothing. Most modern departments take the individual as a whole not just numbers. In some cases your credit history is more important, not that they are giving a charge card but it shows something about you character. With Endicott's history I suggest you wear nice shoes, well polished. If you are really going for a job in Edicott I have know idea where that is.
If you cannot write better than what you showed the world with your question then forget the police. You do a lot of report writing as even the small town police and your reports may be perused by a large number of lawyers and the courts.
Police work can be a very satisfying public service job. In most cases you will just earn what is the local lower middle class pay but get good benefits. The hours are horrible, you may work any shift and you will work most holidays. Being a police officer, with all of the demands on your knowledge (you are expected by the public to be a law expert, a mechanic, a plumber, a rescue worker and anything else they need) can be hard but it can be very fun. Police work, especially in a small town, is 90% boredom and 10% absolute terror.
